There aren't many places with panoramic view in Riga. Terrace Riga, located in Galleria Riga shopping centre, is one of few and you can enjoy a 360° panorama there. The cafes and bars here are quite touristic and Russian-oriented, but the good thing is that the roof is public and you can just visit it to take some pictures!
