Snusgrossen (Nuuskakairan Tukku)

Snusgrossen, signed for Finnish customers as Nuuskakairan Tukku, is a tobacco and snus warehouse shop in Haparanda, on the Swedish side of the border from Tornio. The location matters legally: Sweden negotiated an exemption from the European Union's ban on snus when it joined in 1995, so the product can be sold there, while Finland enforces the EU-wide prohibition on retail snus sales. The shop stands close to the river crossing linking the two towns and draws a large share of its custom from Finnish shoppers crossing to buy at Swedish prices. Finnish customs rules permit a traveller to bring a maximum of one kilogram of snus, chewing tobacco or nasal tobacco per calendar day into Finland, for personal use only rather than for resale or as gifts, with a minimum age of 18.
