Highland Park

Highland Park, known locally as Dağüstü Park, is the terraced hilltop above central Baku and gives the widest view in the city, taking in the bay, the seafront boulevard, the walled Old City and the Flame Towers immediately behind. It is free and open at all hours, with paved walkways, benches and lighting after dark. The park adjoins the Alley of Martyrs, the cemetery and eternal flame memorial commemorating those killed during the Soviet intervention of January 1990 and in the Nagorno-Karabakh conflict; this is a place of mourning and quiet behaviour is expected. A funicular railway climbs from Neftchilar Avenue near the seafront when it is running, otherwise the ascent is by stepped paths.
